Senator Halford moved and asked unanimous consent for the adoption of the Finance Committee Substitute offered on page 3099. Senators Salo, Kelly objected. Senator Kelly offered Amendment No. 1 : Page 3, line 17: Insert: Sec. 3 All proceeds from the sale of the Alaska Railroad Corporation, minus sale expenses, shall be deposited into the Permanent Fund. Renumber the following bill sections accordingly. Senator Kelly moved and asked unanimous consent to withdraw Amendment No. 1. Without objection, it was so ordered. 1996-04-10 Senate Journal Page 3131 SB 64 Senator Kelly offered Amendment No. 2 : Page 2, line 4, after that: Insert is equal to or Delete either Page 2, line 6, after railroad: Insert . Delete remainder of sentence. Senator Kelly moved for the adoption of Amendment No. 2. Senator Halford objected, then withdrew his objection. There being no further objections, Amendment No. 2 was adopted. Senator Miller offered Amendment No. 3 : Page 1, lines 12 - 13: Delete "collective bargaining agreements and retirement obligations and" Page 2, line 3: Delete "and" Page 2, after line 3: Insert new paragraphs to read: "(3) as a condition of the sale and before the transfer of ownership of the Alaska Railroad, negotiate collective bargaining agreements, including provisions for future retirement benefits if appropriate, with labor organizations that represent employees of the Alaska Railroad; (4) accept assignment of the retirement obligations owed to employees of the Alaska Railroad at the time of transfer of ownership of the Alaska Railroad; and" Renumber the following paragraph accordingly. Senator Miller moved for the adoption of Amendment No. 3. Objections were heard. Senator Phillips moved that he be shown as a cosponsor on Amendment No. 3. Senator Frank offered Amendment No. 4 : Page 2, line 3, after "assignment;": Insert "this paragraph does not apply to executive employment contracts;" Senator Frank moved and asked unanimous consent for the adoption of Amendment No. 4. Without objection, Amendment No. 4 was adopted. Senator Rieger offered Amendment No. 5 : Page 1, line 7, after "railroad.": Insert "Two weeks before issuing the request for proposals, the governor shall submit the proposed request for proposals to the Legislative Budget and Audit Committee for review and comments. Within one week after receiving the proposed request for proposals, the Legislative Budget and Audit Committee may submit comments and suggestions to the governor regarding the request for proposals." Senator Rieger moved and asked unanimous consent for the adoption of Amendment No. 5. Senator Duncan objected. The question being: Shall Amendment No. 5 be adopted? Senator Kelly objected, then withdrew his objection. There being no further objections, Amendment No. 6 was adopted. Senator Halford moved and asked unanimous consent that the bill be considered engrossed, advanced to third reading and placed on final passage. Objections were heard.
